Citizens Review Board (1995-2000)

An initial Citizen Review Board appointee responsible for the review of over 200 investigations conducted by the Office of Internal Affairs regarding police misconduct.

Management Assessor

A visiting management assessor for numerous municipal and county governments including Birmingham (AL), Jacksonville (FL), Little Rock (AR), Margate (FL), Miami (FL), Miami-Dade County (FL), Orlando (FL), Pompano Beach (FL) and Troy (OH).

Hiring Committee (1992-1996)

I was the chair of this committee responsible for the hiring of all police officers through the efforts of the Recruiting Unit. I was also an active participant on the Oral Board that interviews candidates for police officer positions.

Accreditation (1996-1998)

I initiated the successful process for the Fort Lauderdale Police Department to attain accreditation recognition from the Commission on Accreditation for Florida Law Enforcement Agencies and served as an assessor for the Commission on Accreditation for Law Enforcement Agencies (CALEA).

Homeless Initiatives

Responsible for the Police Department’s efforts to meet the expectations and often conflicting demands of the City Commission, the business and community leaders, advocates for the homeless, social service providers and the homeless population. Developed a law enforcement protocol regarding police-homeless contacts, implemented Homelessness 101 training program for police officers and initiated a nationally acclaimed Police Homeless Outreach Team program that was featured in The Police Chief magazine (May 2000). Worked in a collaborative approach with city staff, Broward County, Broward Partnership for the Homeless, Inc., Broward Coalition for the Homeless, Inc., and Legal Aid regarding the issue of homelessness.

Citizen Police Academy

Developed, implemented and coordinated the Citizen’s Police Academy (CPA) to inform the community of the services, programs and challenges of their police department. Nineteen CPA classes have graduated over 600 community-minded citizens.

Leadership Fort Lauderdale

1995 graduate of this 10-month long community leadership program that enhances leadership skills and cultural flexibility, creates a networking system among community leaders, and engages participants in community issues. Past chair of the Government and Law Day and served as Police Department’s liaison to the Leadership Fort Lauderdale program.

Crime Reduction

Achieved a significant crime reduction in District II during a four-year tenure (1996-2000) as Commander of the District. Part One Crimes were reduced by 46% with a 49% reduction realized in property crimes and a 28% reduction in violent crimes.

Additional New Programs

Initiated new and innovative programs on a District level that were later adopted on a citywide level including the Tactical Unit, the Elementary School Liaison Program and the Truancy Unit. Also, initiated a successful partnership with the Florida Department of Corrections, Probation and Parole Department, coordinating the enforcement efforts of Probation and Parole officers with officers of the Fort Lauderdale Police Department.

Initiated Operation Right T.R.A.C. (Tools to Reduce Auto Crimes), an auto theft prevention program resulting in a 50% reduction in auto theft, preventing an estimated loss value of $6M in first year of the program. This innovative program to provide steering wheel locks to the community has been expanded throughout Broward County.

Developed and coordinated a successful comprehensive approach to neighborhood stability and enhancement in the Flagler Heights neighborhood through combined efforts of Police Department, Fire-Rescue, Public Services Department, the Economic Development Department and various community groups.

TASER Conducted Electrical Weapon (CEW) Course — 2015 and Force Science Institute — 2015.
